Adding the driver's name is just a matter of selecting the correct layer, color, and font. I use either black or white depending on the color of the car, a font called "Brushscript-normal-italic" set to size 8.
Adding tape has been made very easy because Brian Simpson has added layers to his templates for it. I selected the correct layer, and painted the tape for the hood and windshield yellow but left the grille tape alone. I like it better that way. Here's the finished car:

Now we can get the pitcrew started. I'm not sure where I got this pitcrew template from, but it has helped me quite a bit. Besides a layered template with a guide there's a second picture of a finished crew. Get the template HERE
Finished
crew (not my work!)
Layered
version.
There's only 3 layers that I really get into here. They are the Suit Overlay layer, the Decals layer and the Suit Outline layer. The Suit Overlay layer is where we change the colors of things. The decals layer is where we add the decals, and the Suit Outline layer is strictly for use as a guide to show where we put things. I figure that the pit crew colors show compliment the car, so that's where I get my colors from. Select the Suit Overlay layer and use the selection tool to select around the different things you want to paint and flood fill with the color you want. The car is also where I get the decals. Usually the hood decal from the car will go on the side of the war wagon, the driver's door number I'll put on the sign as well as on the end of the war wagon. The middle of the shirt can get the hood decal too. you will probably have to resize to get everything to fit. Using the paste into tool like we did for the head and tail lights works well here.
This is
what the template looks like after I've make the color changes I wanted, and
added the decals. Notice that the numbers on the shirt are in reverse order. In
the game the shirt is wrapped around so that the number looks the way it should.
Finished crew is shown below.
